Municipal Taxes

Could anyone tell me if I can still pay municipal taxes in St Vlas and how do I get a Bulstat card. I am led to beleive that I can also pay Water and Electric in Leva and that it is less expensive than paying through FN anybody with info wil be much appreciated.
