If you have not completed on your apartment (ie fully paid to fornoks and notary completed), then you have to pay fort noks as apparently they have to pay some other municipal tax complex wide on apartments that are not "notarised" - and thats the reason the amount due is higher than you would expect.
The year after you complete notary you can pay direct the municipal tax to the nessebar office yourself. You can still pay at this stage via fornoks, think they charge you 20 euros for the pleasure of paying in their office rather than going down yourself to Nessebar an doing yourself. That was my experience last year.
I will be going myself to Nessebar to pay for my apartments in NFC this summer and yes there is no fine as far as I recall if you pay it within the same year as its due
